Answer
The Department of Health holds legislative responsibility for these Regulations. While the Education Authority administers the process for issuing the permits and licenses, the Regulations are primarily concerned with the safeguarding and welfare of children and young people in employment and performance contexts rather than in educational settings.
As previously indicated my officials will engage with both the Department of Health and Economy in respect of this matter.
